That’s pretty awful compensation given that Fields played fairly well at times 

Supposedly he's not even in competition for a starting spot: 

'Fields is not expected to compete with Wilson for the starting job, a team source told ESPN's Brooke Pryor. Instead, Fields is expected to learn from the Super Bowl winner and nine-time Pro Bowler in Pittsburgh.' It was really all about the 5th year option of 25M he's due. No team was going to trade valuable draft capital and have to pick up that option.

If someone thought he was a franchise guy they'd have done a sign and trade or simply taken the risk.  I think the bigger point is there isn't a team in the league who believes in him.

Obviously but guys like Howell and Pickett were traded for more because of the 5th year option.

FWIW the Bears reportedly had a better offer for Fields from a team with an established starter but took less compensation so Fields had some chance of starting in the future with the Steelers.

 

Any guesses who was the team with the established starter that tried to get Fields.
