NFL econ 101....   If at all possible, draft the expensive positions, sign the cheap ones in free agency.  Not the opposite.

The Niners drafted Kittle in the 5th Round of the 2017 draft, but they should have drafted him instead of Solomon Thomas, DT in the 1st Round or Akhello Witherspoon, CB in the 3rd Round or Joe Williams, RB in the 4th Round who were their actual selections in those rounds-- none of whom are with the team anymore.

 

You spend top draft capital on top talent. You look brilliant or stupid in retrospect depending on how the talent develops.

 

Kittle, Gronk, and Kelce are all worth Top Ten picks and there seems to be little doubt that Bowers belongs in that company.

 

It's a valid argument that the Titans may have greater needs, but to say you'd take a predicted-to-be great TE at 1-12 but not 1-8 due to some pre-conception about staying out of the Top Ten is kind of narrow-minded. On the other hand; if you can get him at 1-12 with a premium pick thrown in for sliding back, you would be brilliant!

 

Who can predict the future?!

I remember the first time I saw Bowers..... he made a couple big splash plays in a game I was watching and I figured surely this kid must a highly-touted NFL draft prospect in his junior or senior year.    Nope.....turns out the kid was a true freshman at the time.   Wow.

 

Is Bowers a top-ten talent?    Maybe.....entirely possible.     But teams generally reserve top-ten picks for priority positions.....and few teams prioritize TE.     If team is ready to make TE a priority position and a focal point of  their offense....sure, go for it.     But I suspect most teams would go in a different direction in round one and pick up a TE later in the draft.

 

There's also the fact that top-ten TE picks have a history of underperforming and turning into good-but-not-great players......guys who are reasonably solid and productive, but not enough to justify such a valuable draft slot.
