The problem is that it requires a team to be willing to trade up and there are never enough teams willing to trade up to match those who want to trade down. The only time they moved down was the year after Mariota when they had the luxury of the first overall pick. In all those years plenty of fans were saying trade back as if that's easy to do. Hell even last year people were wanting to trade back instead of taking a potential franchise quarterback.
