I would argue Downs is but I think, if you ignore positional value, they are the top 2 graded players
Bongo59
Downs testing is going to know him down. Styles is going to go higher than Downs.
titansfan
Downs is the safest pick in this draft. Not quite the prospect as Kyle Hamilton but he's the easiest projection in this draft imo.. he will find success in the NFL

Is Tate a Julio Jones level talent to take that high? In a draft that is heavy on WR talent? Why does Tate have to be Julio? Why can't he be AJ Green? I've brought that comp up a couple times so far and no one's said anything about it. Green may not have had the career that Julio did, and in hindsight the Bengals were idiots for taking him instead of Julio, but he was still a great receiver for fhe Bengals for a number of years. And for fwiw, this draft doesn't have a Julio. In 2011 Green went 4th overall, Julio went 6th. If Julio weren't in that draft would anyone call the Bengals idiots for taking him 4th then? Tate is may be the best receiver the Titans will be able to obtain this year, either in FA or the draft. Whether they agree with that or think he's worth it remains to be seen. I think you have to take him at 4 or the chance of getting him greatly diminishes. Which is dumb. cenj
I choose to believe that the J. Love rumor is a smokescreen to get the someone to trade down with them, especially with the Giants maybe wanting him right behind us. Borgonzi trying to manufacture that trade down... I considered this - maybe trying to lure the Chiefs in particular. Wyatt's article could either be interpreted as trying to prepare the fanbase for a RB at 4 or part of a coordinated smokescreen campaign. Taking about this more if you take him at 4. You punt on another need to round 2, which causes you to punt let’s say one of WR/EDGE/CB to round 3 and so one. I understand that these groups have depth but the Titans need a #1 at all 3 spots and odds are higher of acquiring one with a higher round pick.
