Obviously that's not what elite QBs  do down to down but the elite ones have the ability to make such plays. There are a ton of game managers that will play safe but can't make that play. Levis can make a play like that and then turn around and fuck up something basic. If Rodgers made that play we'd consider it impressive rather than lucky.
