The part you seem to be missing is its more likely the 6th or 7th pick if we win more than 1 game. With seemingly only 1 qb in this draft that also drastically boosts the value of the first pick. 

 

Drafting 2 could be the difference in drafting anyone we want vs having 5+ draft picks and one of the top 5 players in the draft, possibly thr same guy.

No one is rooting for the Titans to lose. They just want them to win long-term. Not nearly as binary as you wanting them to win games they could give them less than optimal opportunities in the rebuild.
