It's not just QB but these teams can find guys to plug in at RB and to some extent OL relatively easily and expect similar results. Look at the Chiefs losing Hunt. This is why it's called passer rating and not "QB rating". Teams grade the QB performances in practice and in games and if the QB throws a poor pass you can be sure it's graded as such.
