If Nix hits his first read 70% of the time assuming that chart is accurate and has a scramble rate of 12,.9%, Simmons is actually technically correct in that they need to watch out for the run if Nix comes off his first read. He's not talking about in comparison to the rest of the league. He's talking specifically to the tendencies of Nix and the game plan to defend him. Seems pointless to mention it if it's something everyone does and most at a higher rate. Simply mentioning it implies it's more frequent / a bigger consideration.
