Well Russia hasn’t been at the cutting edge of technology for a long time. Back during the Cold War they had a military juggernaut but they are still using Soviet-era weapons. I suspect since the fall of the Soviet Union they simply haven’t done much to develop or produce next generation hardware outside of a few examples here and there. Granted we still are using some older weapons systems, too, but we have upgraded a lot over the last few decades. Hell, the US spends a damned fortune developing weapons, whether they pan out or not. Their space program is still top notch so I imagine their missile tech is, too. Historically speaking, relatively recently at least, Russia was winning wars of attrition. They are a huge country with lots of people and would simply overwhelm their opponents with sheer numbers.
