There aren’t any qbs, LT, and top end WR. And the other pass rusher there has question marks . Teams trading down generally like to get equal value for their pick . And if you’re picking that high , you generally have multiple needs .Given that this is a round 2-4 draft in terms of players and depth , do you really want to give up a day 2 pick (or more)to move up. I could see the Rams not caring since they are all in and giving up a bunch to move up.
