I get having hesitation about him. The arguments against him are not completely unfounded. It's the he is a number two or worse stuff that gets me going. had some reservations at first as well but the more I looked into him and compared him to some of the past highly touted wr candidates the more I got hooked. Tate will probably make a very good receiver and sure you could justify him at 4 but it is far from a surefire thing. None of these guys are, or very few. If they think Tate can be the man, then they will pick him. Malachi Lawrence, Zion Young, Josh Josephs, and Dani Dennis-Sutton all have such things. I've felt that for awhile too which is why all the Bain talk had me skeptical. They like guys with length on the edges. I'm a bit skeptical of Tate too because his biggest weakness (other than speed) is YAC ability. Borg and Brinker come from org that value speed, quickness, YAC. Everyone could stand the be a freak athlete, ill take a very very good football player with "average" athleticism over the hopes and dreams most freak athetes are though.
