He's in charge b/c he has the support of the oligarchs. Hurting their ability to make money is really one of the only ways to hurt him. He is stating the obvious fact that Putin took a large chunk of Ukraine without firing a shot. Trump clearly stated that he would have prevented Putin from doing this. Under weak Obama, Putin takes Crimea. Under feckless Biden, Putin takes these provinces. Under Trump as US president, Putin took nothing.
