So an investigation of him wouldn't influence his election. In essence the memo is saying don't open an investigation or make a statement about any candidate who is on the November ballot without approval. I suspect this memo was inspired by the recent target letter that the Fulton Co. DA (who doesn't report to the DOJ) that was sent to several prominent republicans one of whom is a current candidate for Lt. governor.
