Biden’s style is actually really conducive to this kind of legislating though - he doesn’t do hard lines or make tactical ultimatums and he lets Congressional point people negotiate with autonomy and space, and he persists in driving things through when initial negotiation phases fail. The gun legislation is a perfect example - infra as well. Biden’s true strength is holding fractious and tumultuous coalitions together. See Manchin’s Senate or NATO. Yeah, this gay marriage one won’t have a lot to do with Biden as far as negotiations - but he should take a victory lap anyway!
