You can punish political opponents simply by bringing prosecution and forcing them to pay crazy legal fees. Trump is basically able to weaponize the DOJ as a taxpayer funded attack squad. He can’t be countersued directly as president, and if anyone does have to pay damages then it will likely be picked up by the taxpayers. Generally speaking, you can sue the federal government but you can’t sue the president personally. Not while he is in office. And now, thanks to the Supreme Court, the president has immunity from prosecution for anything he does in office if they deem it an “official act” of the president. Making the project even more absurd, because the renovations will take one or two years to complete, Trump will only fly in the plane as president for a short time until he leaves office and the plane is ostensibly transferred to his presidential library in 2029 — at least that is what Trump has said will happen. (Unless, that is, Trump finds a way to extend his time in office beyond this four year term, as he has often hinted at, though that would be extremely unconstitutional.)
