Some people would want to not use the public system at all. They would rather their own private (in their minds superior) health insurance to separate them from the rabble. Bernie's plan would outlaw private insurance from duplicating services covered by Medicare for All, which is what those who complain about eliminating private insurance are complaining about. The patient is stuck with the 20% unless they have a supplement. But its still on medicare fees. Ramp up and let the government prove it can run healthcare at that level. over time more will join the public option.
