Both are wrong. But IMHO, I hold a current member of Congress attending a SOTU address, who knows the expected behavior, established etiquette  and basic civility you should show the POTUS to a higher standard than attendees at a town hall.

Actually no it is not hypocrisy.  Elected officials are peers expected to honor the (small d) democratic process and often that includes taking turns talking.

In a town hall, however, an elected official is meeting their boss.  It is entirely appropriate -- even expected -- for the electorate to disregard the elected's right to talk.

Now if the heckling prevented a segment of the electorate from holding the floor, that would be rude.  But an elected has no right to demand silence from the electorate.

"An elected" is shorthand for "an elected official".

In the first case an elected official was being disrespectful of the citizens who voted for another elected official, while in the second case citizens were being disrespectful of an elected official.

Politicians don't deserve respect from citizens.  The second case doesn't bother me.  Sell out your constituents, well then suck it up and enjoy the rotten vegetables.
