He essentially wants to sede control of eastern Europe to Russia and areas like Taiwan and japan, etc to China and then make countries like Canada, Mexico, etc vassal states and consume the smaller nations into the US. And he's doing that first by remaking America into an oligarchy like Russia and kinda similar to China.. although China isn't really an oligarchy per se.
