The difference in the defense from last year to this year is pretty drastic. I remember large stretches where teams would just move the ball at will on this defense and 3rd and 20 seemed like a 3 and 5 for most teams. DP has been a huge upgrade over DLB so far. We do have more talent on defense than with DLB but as you said, the change is pretty drastic. More than what Butler and Honor have solely accounted for. They are just getting started this year, watch what they do to Philly, Evans,Vaccaro, Butler and Landry make this defense so much better then last year not even considering Pees more updated and sound schemes. Casey played just as well, if not better last year(not by much or anything) than he's started out this year. Just being used differently. This year through 3 games he's at 8 hurries, 1 QB hit, 3 sacks, 7 stops. Last year through 3 games he had 7 hurries, 3 hits and 7 stops despite the fact that the Oakland game is included in that, which was maybe the worst game of his career(and an obvious outlier). If you look at weeks 2-4 instead of 1-3 his 3 game totals were 11 hurries, 3 hits, 1 sack, 10 stops. But because people only look at the stats on his nfl.com page to judge how well he's playing, this is the kind of commentary you get. Casey has played at pretty much the exact same level for like the last 6 years. He's a consistently great player, doesn't matter what scheme he's in, even if that scheme doesn't allow him to get sacks the same way Dean Pees' system does, and the fact that the secondary behind him is the best it's ever been in his career(which will, again, help sack numbers). Feels like every season someone on this forum makes a post about Casey saying he's not playing as well as he used to, when that's just stupid. Casey is on pace this year for 42 hurries(would be the most in his career by 2, which he set last year), 5 hits(would be the 3rd worst mark in his career, last year he had 16 which was the most in his career), 16 sacks(would be the best of his career, last year he had 7) and 37 stops(4th most in his career, last year he had 46). The sacks and hit numbers will likely even out some. I mean he'll probably finish with one of the better sack totals in his career because of already having 3, but I doubt he eclipses his career high of 10.5 by much if at all. Hits I expect to end up around the 12ish mark. Stops likely won't end up a ton better than 37 if at all because he doesn't play the same gap in terms of defending the run which gives him less opportunities.
