It may be a case that Carthon has final say in the defensive staff and Callahan in the offensive staff Carthon has the final say on the coaching staff full stop but I think its a bit extreme to suggest he simply decided Wilson was going to be the DC, the more likely scenario is he presented Callahan with Wilson as a potential option and together they went through the interview process and decided he was the best option.
