Since I haven't seen it voiced, what Putin is trying to do by annexing parts of Ukraine are a couple things.

 

1) Most obviously, if these territories are considered Russia then by Russian law, he can legally use nukes to defend those territories. This is really more of a bargaining tool.

2) He can legally immediately send conscripts to those regions.

 

This not only allows him to send reinforcements to his troops, it also creates a semi-credible way to threaten the EU/NATO w/ nukes. 

 

He wants the EU/NATO to get Ukraine to sue for peace and to allow him to keep what he's already taken like they did w/ Crimea. 

 

He's trying to buy time. That would allow him to opportunity to consolidate those gains and rebuild his army... so when he's ready, he could attack again preferably w/ more favorable parties in power in the west.. which incidentally is also what he's hoping to do by cutting oil to Europe. He's betting once people start feeling those cuts, they'll vote out the current leaders and allow for favorable parties to be in power by the time he's rebuilt.

 

 

Ukraine is doing well but this ain't over. The coming elections will be huge. Ukraine needs to continue to make gains before winter really sets in and they need arms and supplies in place in case less favorable parties are in power and that aid slows next year.

There’s plenty of evidence to show that Putin is willing to send troops to those regions whether it was “legally” part of Ukraine or not.
 

And there’s no law, Russian or otherwise, that will excuse Putin's use of nuclear weapons in any way. He can defend it in any way he wants, but NATO is not going to just sit back and accept it.

He doesn't care about international law. He cares about a popular uprising which is why he wants to find Russian laws to support things he wants to do.

Honestly, he changes any Russian law he doesn’t like and will lie to the Russian people if that’s all it takes to con the people into being on his side if that’s all it takes to avoid a popular uprising.

I saw an interesting video the other day that Russia has always fought wars like this where they use their first offensive as more of a tactical feeling out maneuver unlike the US that goes full on destruction with the intent of taking over within the first theater. They regroup and pinpoint weaknesses and exploit them with overwhelming manpower.

Putin doesn't care if all the Russians are killed. He just wants the expand Russian control. Actually i'd say if he's able to conscript protesters and send them to war, he's actually pretty happy about it.

Right, places like Crimea / Dagestan / Siberia are having minorities rounded up and sent away to die at an epic clip. The Imperial Russians are basically committing genocide on both ends of this war. 

 

Ukrainian armed forces have already taken mobilized troops in as POWs btw - it was about a week from mobilization to casualty status for them.
