The starting RT (Lewan?) would certainly shift to LT in case of an injury. And if they theoretically sign Vazquez, he could also be an emergency RT. But they can still sign a backup. If we sign him, he and Poutasi can battle it out, and the winner starts, and the other is a backup. I'm sure Vazquez would expect to start if brought in, and he'd probably win that battle. But it's not automatic. He's an OK player, but not a clear upgrade, IMO. His versatility to play RT in a pinch is a bonus, though. I really like the Jones signing. Kelvin Beachum, Russell Okung , Andre Smith (visiting with MIN and TB), and Donald Penn are all the starter types that are left. And Beachum and Okung have injury issues.
