The public was down to spend the equivalent of 44billion USD back in those days for all the assembled missions that finally got us to the moon. Now remember it was Apollo 11 that actually got the crew there. We got samples, tests, etc. Why go back? What is the purpose of sending a person back to the moon when the total estimated moderns costs of tests and the actual flight would end up being 12-16 billion just to get there again? There are absolutely resources there, but the long term value is largely in being a better base of operations if they want to launch missions from Earth to Mars or anywhere else beyond.
