We can all remember the pre-AAS era: every year without fail, the team wouldn’t open negotiations with their top pick until just a couple days before training camp….and as a result, the player was hardly ever there when camp opened and typically wouldn’t sign until 2-3 days into camp, I firmly believe this was because Bud (and then Tommy Smith) wanted to keep those big signing bonus dollars in their own pockets for as long as humanly possible by specifically instructing their GMs to delay negotiations until the 11th hour. I’ve also heard that many NFL organizations simply don’t trust rookies enough to give them a big signing bonus with 2-3 months of free time on their hands. Too many opportunities for trouble…and that makes perfect sense too. But for the Oilers/Titans, I think it was just a matter of wanting to maintain control of that money until they no longer had a choice, Link to post Share on other sites More sharing options...

The Titans and NFL stance changed when the new CBA created the rookie pool/slotted contracts. Where the Titans shift was dealt with specific offset language on 1st rounders.
