I'm not sure why didn't declare originally First round talent yes actually being selected in the first round is TBD there is some character concerns with Boutte that he will need to address during the draft process. Boutte could end up in a similar situation to George Pickens in this years draft an enormously talented WR that had some question marks and went in the middle of the 2nd round.
