In other words, just a face saving arrangement for Russia, if agreed to. Russia gets to say they forced NATO to back off of Ukrainian membership even though they weren’t really going to do it anyway. As for foreign bases, I think Ukraine is fine not having American or other foreign military bases on their territory. That wouldn’t prevent us from aiding in the event of a military conflict.
