Their drone boats were a pretty successful weapons against the Russian navy at open sea. Russia's Shadow Fleet in some ways functions like that already, albeit transporting for sovereign nation undr a different flag not stealing goods. At the lower entry price points seems like drones could easily be operated by private merc teams to specifically harass/damage a rival nation while maintaining a thin veneer of "I don't know what you're talking about" defense.
