If you want low cost transactions just run an SQL database on a server, if you want to actually utilize the strengths of a blockchain you need DECENTRALIZATION of control. Decentralization is not free, you must incentivize people to operate the networks infrastructure. A blockchain can pay for this through inflation (ie BTC block rewards) and/or fees on transactions. A "low fee" blockchain is simply relying on inflation of their token to bear these costs (if it even is decentralized and not just a few insiders running the network).
