Every offseason people spout off about contracts being "too much" for a certain player/position without any context. Make some and split it up for each Texas county and/or town. Include in the fine print that the money may be used towards fencing, landscaping, labor, etc. In the really fine print, state that it isn't limited to these locations or even Texas.
