I would highly doubt that's a normal approach from the FBI, in the best of circumstances - and this was far from that. Trump's White House leaks like crazy so in hindsight it was a good call - there is no way they could trust their informants wouldn't get compromised. Plus unlike more traditional candidates, the FBI probably weren't sure of Trump's connections to Russia through his businesses, so telling him may have been deemed too big an unknown risk. There's certainly enough reason to dismiss "because the FBI was always out to get Trump" as the reason, which is a conspiracy theory and by far the less likely explanation. Spies, dirty dossier, FISA abuse, lying to judges, unmasking, allowing contractors in FISA records, Brennan, Clapper, Comey, McCabe, Susan Rice and Clinton, Clinton server, DNC hack and not giving access, and so on and so on...
