He split time a UA with Drake, who a was definitely a pass catching back, then drafted to a team with Murray, who also was a pass catcher. They signed Lewis, who was primarily know for catching balls out of the backfield (thanks a lot to TB who was stellar at using RBs as major part of their offense). You definitely have a point, that along with his size, coaches have always had what they felt was a better alternative which limited his opportunities. UM fan in me, but Blake Corum would be the perfect pair to Spears, smaller guy but runs hard inside and can also catch out of the backfield. He'll fall too because he won't run a blazing 40. Trying to catch a short pass and turn and run is tougher for him than catching a pass in stride like a wheel route where he could use his speed, or a pass like the last game where he can use his size to outmaneuver a defender. He's not under sized IMO... I think it's a few things.... The injury history and lack of ACLs, arthritis in the knees that is actually keeping them stable somehow, that he doesn't actually look 5'10" 200lbs on the field, that he's been knocked around more on much less touches than the Henry, and that the couple of times he needed to take extra snaps he was extremely winded pretty quickly. There's also the parallels drawn to Pollard and how his efficiency fell off the map compared to how he ran when in a tandom. Like Achane and Mostert. This, We don't need a bellcow. We need an efficient run game. It's best to do that with 2 RBs nowadays. It could be a big bodied downhill runner or someone with a similar skill set to Spears. Foreman, Singletary, Dillon, Gibson, Moss, etc. are all serviceable #2 RBs that will be in FA.
