The hardened criminals, when they see you have them outmanned, will almost always come out with hands up. Peacefully. The business about these criminal gang guys going out in a hail of bullets is hollywood bullshit. They know when they're done. It is the rich professional guys like Stone that give them heartburn. Because these guys have so much more to lose, and they are less predictable. These are the guys that either blow their brains out or commit death by cop by shooting at law enforcement. You just never know with these assholes. Now I'm sure the operation was excessive because excessive militarized police force is the new normal. As for why he wasn’t asked to turn himself in, they clearly wanted to search his home for evidence and he wasn’t trusted not to destroy it. They already knew he lied. In order to get the search warrant, the FBI had to show a judge that there was probable cause to believe that there was additional evidence beyond what they already had on his property to be gathered.
