If the federal government allocates funds to another entity it's fair to hold the federal government accountable if the money was wasted. This is completely basic stuff.

No the fuck it's not. The federal government can only legally require where the money can be spent. Not WHEN. 

 

This is the same silly, unseriously childish argument over the summer about rental assistance. The beef was with the fucking STATE GOVERNMENTS sitting on the funds. Same issue here.

The school funding was a block grant. Once the money was in the states’ hands they had wide latitude to spend however they want.

This is silly stuff. You don't think the government can be held accountable for allocating funds that are wasted? It's not a particularly hot take that the government should make sure our money isn't wasted.

Ok then. I want you to legally define "waste" and tell us functionally how it's going to be required not to be "wasted." Describe all this within the parameters of the legislation passed at the federal level... 

 

Also keep in mind that every state has their own legislative budgeting processes required.

Let's go back to the beginning where you didn't understand Chris Hayes' point.

 

The question is what did the schools spend billions on if they are closing down again? I certainly blame the local school districts for mismanaging things, but I will also blame the federal government, both Trump and Biden, the former Republican Senate and current Democratic Senate, for throwing around our money without any accountability.

 

It's not just this school money. There was a ton of waste in the PPP "loans" and even in the stimulus checks. That's just a fact.

I don't doubt the PPP loan stuff. But... I want examples of states and school districts that have "mismanaged" the spending. What Hayes did not mention (in typical cable news outrage hustler fashion) was that retrofitting local and state owned buildings is not something done with a magic wand. There is no microwave option to re-ventilating existing facilities. 

 

So, I want examples of this mismanagement then we can talk.

I’m saying directly you don’t seem to understand how these types of grants work. The states have a ton of latitude and autonomy on how and when the money is allocated. 
 

Some grants have a ton of legal hoops and audits. The massive block grants to states for funding schools wasn’t one of those.  There were some discretionary grants tucked into the package that had to

follow direct steps, but that was a small percentage of the overall money allocated to states for the schools. 
 

In other words, I’m not sure what to tell you about this. This is how block grants work. The federal government has very little to no legal remedy in the situation. 
 

Now, if you’re saying more people should be talking out against how the money has been mishandled then I’m fine with that, but this isn’t really a federal problem.

They estimate around 200 billion was stolen from the PPP loans. This has always been the problem with massive spending at the federal level and block grants to states as a whole.

They could have made them discretionary grants, which in this instance with the immediate need of liquidity would have done the inverse where the money was so tied up in language it couldn’t be used in a timely fashion. Block grants are given for big projects because of this, as it allows the states to figure out where the holes* are in their system and patch them.
