It is probably fast moving and the quote is not accurate or they are one sided bid quotes but no one is creating a contract for the ask. Perhaps but I doubt you can buy them at those prices.  If you have option level ability: buy the $10 and sell the $12. I suspect one or both orders do not get filled.   If they do, at the prices you stated, you just made free money.

13 million investors, many with under thousand dollars on the system?  There are probably some established brokerages with a few clients together having more capital at the firm, especially ones handling bonds and bank lending.  Robinhood, to the financial services industry, is probably comparable to a few franchises, local restaurant to the hospitality industry.

Are there still level 2 quote trades, where you see order flow and if time it right can get a head of large orders to take advantage of order imbalances?  I was never sure how to do it exactly since the quotes fill so quickly.

Level 2 quotes are what I use on the Pro platform.  Can be helpful, depending on how the bid/ask orders are stacked.

Yes, level 2 quotes are obtainable but you have to either pay a monthly fee or meet a trading quota to get them for free.
