You get to retroactively use unspent money from previous years. Think of it as money that can be used for one-year deals, franchise tags and front-loaded money since it's not reoccurring cap space. I'm not convinced the Jags' new owner is going to shell out the big bucks yet. He just spent hundreds of millions on the team that in a small market (until he packs them up and moves to LA). Chances are the Titans will only be engaged in preliminary talks with Mario Williams but I bet he signs with another team (Seahawks?) before the Titans can give him an offer. Bud Adams insinuated that he'd give Manning whatever he wants and signing a premier FA in the territory of $12-15M in the first year inhibits that.
