Theyd keep them in their sleeves and if there was an assasination attempt they’d unleash the pup... I think mostly as a distraction to give the emperor a couple seconds extra to flee. ...or at least that’s what they said. Sounds like an excuse to have a sleeve puppy without feeling weak.
