The moon is pretty big and there are lots of natural resources even if it’s a barren wasteland. It’s also worth pointing out that if we start mining asteroids for materials, which would produce significant resources, it would largely need to be processed either in space or on the moon. This adds significant strategic value to having a moon base. And building ships in space using those off-world resources would be infinitely more efficient than it is to build them here and require massive energy output to get them into orbit.
