My general take on us going "all out" in FA

Nice post Legal.  Right now on paper we look more talented and more physical.  The team has addressed the majority of the needs with either starter worthy players or quality rotational guys and like you said the only contract that is significant in the long term is Levitre.  It looks like we may add a few more smaller signings.  I'm also really pleased that we didn't overspend to retain some of our guys (Cook and Marks primarily).  With a quality draft we look to be a much improved team.

You could make a case for blowing this whole thing up, starting over and not being in much worse shape

What part of replacing between a fourth and half of the roster do you not get?

You can't replace the entire team in one offseason.

Team will live and die by Jake Locker....

It's that simple..

This is true.

But you have to have pieces around him to give him a chance.  At a minimum to have any chance of succeeding he needs: an oline to protect him; a running game that doesn't leave us in third and long constantly; a defense that can stop the other team from scoring tons of points, so Locker isn't expected to throw up 30 a game; and weapons to throw to.  Not saying all that stuff has to be top shelf for him to succeed, but we were dreadful at all of those areas, and there is simply no way to evaluate a young QB effectively under that scenario.
