It use to be a beautiful and safe city, not anymore, besides we don't have a stadium. The building they currently rent from can be sold for 100s of millions, but they (the state of TN) would need to find another space for TPAC to lease. It makes total sense to create an entertainment district around a riverfront sports stadium and have a state/city run arts organization as a long term tenant.
