They’ll be able to probably pass budgets or do the NDAA without using reconciliation, but not much more. 

 

Manchin and Sinema will not hold up every piece of legislation. Its already been noted that Manchin is never the deciding nay on votes that doesn't have a few GOP yeas.

No, the filibuster will hold up every piece of legislation. 
 

And more Dem senators are needed to kill the filibuster - as Manchin and Sinema will not.

That didn't even happen under Obama, the man hated by McConnell. McConnell and Biden have enough of a relationship to where I seriously don't see that happening.

Like I asked, what Democratic bills did the GOP not try to filibuster under Obama?

 

The good news is this should be very easy for you to find. All you have to do is look for any bill that passed through the Senate with fewer than 60 votes. 
 

Even more good news for you... it would be a very short list...

Were you not paying attention during the last years of the Obama administration? 

Yes, any bill of real consequence, meaning any of the Dems legislative priorities, will get filibustered. Other than a bipartisan omnibus or NDAA.

The filibuster isn't an all or nothing thing.  Manchin said he wasn't in favor of doing away with the filibuster.  That statement doesn't preclude him from voting to reform/change the use of it. 

 

They could easily change the rule where the minority (40) has to be present at all times for a vote instead of the majority having to have 60 votes.  Just change the rule to 3/5 of those present to vote.  Make the republicans stay in town all weekend, every weekend in case there is a vote.  There are other ways the rule could be modified with out abolishing it and McConnell knew it.

 

McConnell knew he had a losing hand.  Manchin gave him public cover to fold.

They didn't filibuster a bunch of bills. They simply didn't bring them to the floor because McConnell controlled the calendar. Schumer now controls what hits the floor.
