Biden fundraiser/ally and politico Jon Cooper (Blue checkmark on Twitter) says that several sources tell him that Biden has chosen his running mate. He was a local campaign chair for Obama. 
 

Based on the timeline devised by VP search committee member Cynthia Hogan in the “VP Selection Playbook,” should be no more than 1 or two days before it is announced one the candidate has been informed.

Harris ran to the left in a state where it's the expedient and practical thing to do. Also the assumption that she wouldn't be able to govern effectively is based on projection; the presidency is something that people either rise to or fail at and previous executive experience isn't nearly the predictor that some make it out to be as history has shown on numerous occasions.

Good governing pick since he knows her well. He’s comfortable with her.
 

Choosing her is doubling down on his strength of foreign policy which has positives and negatives. 
 

Still, what are her foreign policy achievements?

 

From a strategic standpoint, picking someone totally inexperienced in politics could also be a disaster either during his term or after when she’s the presumptive 2024 nominee.

Foreign policy achievements would be stopping Ebola as a principal of that effort along with Ron Klain and being heavily involved in the Iran Nuclear deal (although it was driven by Kerry)

If this is the rosiest picture of her accomplishments it’s not that strong. 
 

Her strengths are that she’s a creature of Washington and was in the Obama administration lol
