Brown is the cover LB and was out. Pees needed his cover guys for Allen, William's, and Henry. Rivers exploited the matchup. However, in today's NFL where it's set up for offenses to score at will and the most points they've given up is 20 points, including games against high octane QBs such as Matt Ryan, the defense is doing its job.
