You obviously don't know exactly what a security violation is. You can be guilty of a security violation for taking your car key fob into a secure but nonclassified environment. That's an extremely broad term and doesn't really mean anything by itself. It definitely doesn't mean anything criminal. 

 

Granted you don't really care either.

So there were additional violations numbering almost 500, but they couldn't figure out who was responsible.

 

Sorry folks, but that's bureaucratic doublespeak.

497 violations in 4 years reeks of a systemic issue.
