What was investigated was conspiracy, which is different, as well as Obstruction. If you don’t know the difference then read more. He was not exonerated on either end, especially as it pertains to Obstruction. 10 different incidences were laid out where the President obstructed justice. Mueller said he could not prove conspiracy while noting the witnesses were incalcitrant and had deleted a ton of evidence. He said this directly. He also said he could not indict him even if he had of proven the case beyond a reasonable doubt. He didn’t exonerate Trump. He said openly he couldn’t prove conspiracy directly and could not indict him on Obstruction; it was up to Congress. Uranium 1 is simply not a comparable situation.
