Mariota fares a little better here but still is at the bottom of Tier 3 and Tier 4 is filled with either 1st/2nd year QB's or journeyman placeholders. Tier 1: High-end quarterbacks who can carry a team. They have high percentages of positively graded plays while limiting negatively graded throws, and they’re most likely to achieve high-end passing production no matter what the supporting cast looks like in a given year. 1. Brady, 2. Brees, 3. Mahomes Tier 2: Quarterbacks who can move the chains and take care of the ball. More likely to elevate teammates and achieve top-end production, even with lesser supporting casts. 4. Rodgers, 5. Luck, 6. Wilson, 7. Ryan, 8. Roethlisberger, 9. Rivers, 10. Mayfield Tier 3: Volatile or conservative quarterbacks whose production will rely even more heavily on supporting cast and play calling. Tier 3 quarterbacks can post top-10 production in any given year in the right situation. 11. Wentz, 12. Watson, 13. Goff, 14. Cousins, 15. Stafford, 16. Newton, 17. Prescott, 18. Garrapalo, 19. Marcus Mariota, Tennessee Titans It’s a make-or-break season for Mariota who has had bouts of good play during his career but is still plagued by inconsistency. Mediocre performance from a clean pocket throughout his career is a concern, but for such an athletic quarterback, Mariota has struggled to bridge that gap with plays outside the pocket where he has the ninth-worst grade in the league since entering the league. Overall, Mariota has yet to post a PFF grade of 80.0-plus in his career, and the Titans have a decision to make about whether to continue to build around his skillset or to move on after the season given the number of mid-tier quarterbacks currently available in today’s NFL. This has a chance to be the best group of playmakers during Mariota’s career, so a statistical uptick is not out of the question even if he continues his baseline of play. Tier 4: Quarterbacks with more question marks, either due to a lack of experience/seeing them perform at a high level in the NFL or due to volatility when given extended opportunities to play. 23.
