His base is who he promised it to.  Either he gets it or he doesn’t.  Trying doesn’t count.  You saw what Ann Coulter said.

A national emergency throws it into the courts. He then calls it deep state and blames it on the Dems. He’s already come out and said this is what he will do, and I wrote what I wrote before I read that article Jamal linked.

He can blame it on whomever he wants.  If there’s no wall then he won’t have followed through on his promise.

More opinion and polling evidence that Trump and his complicit cronies have damaged the repub brand on the very issues they were fighting for. At the same time they managed to increase Pelosi’s favorable ratings to the point that she has eclipsed Trump. The shutdown/emergency shenanigans and scare tactics are just terrible politics — devoid of strategy and a forward looking message.

 

,...Trump's biggest problem was the he was not able to make the case for the need for a border wall along the US-Mexico border. Americans still are overwhelmingly against the wall. In fact, CNN and Quinnipiac University showed no difference between wall support just before and after the shutdown. Before the shutdown, Americans were against the wall by a 15-point margin. Today, these pollsters put the margin at the same 15 points.

 

Meanwhile, Democrats were making gains on issues regarding immigration that historically have been good for Republicans. When Americans are typically asked about which party they trust more on "illegal immigration", they usually sayRepublicans. The ABC News/Washington Post poll reveals that Pelosi and Congressional Democrats were favored on illegal immigration by a 5-point margin over Trump and congressional Republicans.

 

Trump also lost ground when it came to border security (i.e. the way Trump wanted to frame the shutdown fight). Trump held a 10-point edge over congressional Democrats when voters were asked before the shutdown who they trusted more on border security. A Quinnipiac poll taken after the shutdown had congressional Democrats with a 5-point edge over Trump on border security. The ABC News/Washington Post poll asked a similar question and had congressional Democrats and Pelosi with a 2-point advantage. Both polls are double-digit gains for Democrats.,...

Democrats are utterly wrong not to fund part of the wall.   There are some areas that absolutely need it, while other areas that could do without.   Every border agent or former agent i have talked to has said the same thing.

Trump is such a master negotiator that he personally owned the shutdown with the video cameras rolling.  A huge portion of the country saw the video.  He might as well have sharpened the knife and handed to Speaker Pelosi to castrate him with.  It was a monumental self inflicted wound.

Yes, the courts can. And if he does declare an emergency over this then he will open himself up to legal action.
