187 Mayors adopt Paris Climate Accord despite US pulling out.

The group of mayors, who represent more than 52 million Americans and some of the largest U.S. cities, outlined a plan to align with the other 194 nations that adopted the accord:

We will continue to lead. We are increasing investments in renewable energy and energy efficiency. We will buy and create more demand for electric cars and trucks. We will increase our efforts to cut greenhouse gas emissions, create a clean energy economy, and stand for environmental justice. And if the President wants to break the promises made to our allies enshrined in the historic Paris Agreement, we’ll build and strengthen relationships around the world to protect the planet from devastating climate risks.

Out of the top 10 biggest cities, only San Antonio is not participating. This is not just some empty committee, it's a very clear sign that not only the world but also almosts all of the US cares.

I would consider the letter that 40 Republicans sent to Iran to violate the Logan Act long before what these cities or individuals are doing to keep up with the Paris Accord. I consider the Paris Accord more of an investment.

As for the Logan Act. How many have ever been convicted? Zero! How many have ever been indicted? 1 in 1803.

If you actually read up on the history of the Logan act, you would see many accusations throughout our history, all worse than the case you are bringing....including Trump telling the Russians to hack Hillary's emails. This "act" is a useless argument in this case.

So where is the conflict?

Trump didn't say he was opposed to reducing greenhouse gasses.  He said he was opposed to paying for others to do it.

Especially when they won't really do it at all.

China and India together use roughly 8 TIMES as much coal as the US, and much of that is lignite, the dirty soft coal that is far more polluting than the anthracite we use most of.  India's coal is almost 100% soft coal.

Both are heavily reliant on coal as their primary energy/electrical source, and both have plans to expand its use.

While we have curbed coal use by shifting to natural gas.  But the anthracite deposits we're sitting on could (conceivably) at least be mined and sold to India to replace their use of the dirtier lignite, allowing our coal miners to return to work, and improving global air quality in the process.

 

So if the mayors want to uphold the targets of the Paris accords within their own city limits that's fine.  Unless and until the voters in those cities decide they don't want to follow that doctrine.

I doubt the treaty aspect of this even comes into play.  The mayors can uphold the intent of the Paris accords without actually entering into any treaty.

Which under Article I section 10 of the constitution states are forbidden to do.  And since cities are subordinate to the states they're in, that would follow suit.
